I don't have much experience installing and using mods or mod managers/organizers. I am currently using Mod Organizer 2 version 2.1.7alpha3 revision 776bc8e This is probably a bug in MO2 however, your notes say that MO2 2.1.2 can handle ESL files so I would think the new version 2.1.7 would work.
